Parish Council comments: The Parish Council raised concerns with regards to the following issues;
References and diagrams included in the design and access statement referred to three storey properties, which was not as noted in the the planning officers supporting report, which references two storey properties throughout.
Councillors felt it is necessary to challenge the education report, which stated only nine secondary age students will result from the development, and therefore have concerns regarding the subsequent section 106 funding level which has been agreed. On a site of 56 homes, the majority of which have 4 and 5 bedrooms, it is quite clear that there will be more than 9 children aged 11-16. Councillors also feel the potential impact on St Peter’s primary school has been massively overlooked.
The report references that there are no concerns with regards to drainage and flooding risks. Councillors and parishioners have raised this as a serious safety concern on numerous occasions, with the site entrance and exit route being located on a section of road which now floods several times a year. Birdwell Dyke cannot accommodate current rain water run off and as well as the issues caused on New Road, existing local residents experience property damage and recurrent flooding as a result. By removing the natural drainage system of this green space, the problem will only be compounded. The planning department have made no consideration to this and subsequently have not imposed conditions ensuring the developers address such issues.
Councillors also noted that there is no reference or attempt to accommodate renewable energy. No properties incorporate solar panels, or wood burning stoves and associated chimneys for example. Councillors feel both the planning department and developers are being extremely short sited through their lack of consideration of such environmental management. .

Parish Council comments: Councillors discussed the application in detail, noting that applicants and planners continued to use old information that was no longer relevant to the Parish. For example, there continued to be references to the WMC as a facility within the village, even though this had now been demolished. All documentation focused on 35 properties, as per the initial submission and had not been updated, and both the transport and water reports were incorrect. Councillors also discussed the inclusion of apartments within the application, when these were not included within the ten year plan for the village. Councillors expressed concerns regarding existing flooding issues, and how these would be compounded as a result of any development. It was noted that the number of proposed dwellings had increased from 35 at the time of the initial submission, to over 50 in recent plans, with a suggestion that this would only result in 9 additional children attending the local school. Councillors felt this information was not remotely realistic. Councillors expressed concerns regarding lack of communication from developers. Objection submitted in relation to concerns raised.
